Collection creation

As a DOMS-GUI user I want to easily create a new collection, so that I can start adding records to it.

Developer-notes:
- A user wishes to create a new collection
- He presses the new collection button
- He selects the predefined collection template
- He fills out metadata for the collection
- He presses save, then publish
- The collection is now available
