As a DOMS-GUI administrator I want to delete a record from DOMS, so that it is not disseminated to Mediestream/Summa/whatever.
As a DOMS-GUI administrator I want to restore a previously deleted record to DOMS, so that it may be published for dissemination in Mediestream/Summa/whatever.
