Alarm Service

The alarm service listens for alarms, takes action on these (and might store the alarm history).

The differerent action handlers are added as plugins, which makes it easy to extend the alarm service with extra actions.

Note that other components might be listening to the alarm topic and acting on the alarms posted here.
