Upgrade-notes

If you are upgrading from 3.14.* to 3.16.1, you need to change some entries in the schemaversions prior to starting up the new version of NetarchiveSuite for the 1st time. See  http://netarkivet.dk/suite/ReleaseNotes3_16_0 for more details. Note also, that the HarvestMonitorApplication has been removed, its functionality being now part of the GUIApplication.
