Upgrade-notes

If you are upgrading from 3.14.* to 3.16.1, you need to change some entries in the schemaversions prior to starting up the new version of NetarchiveSuite for the 1st time. See the 3.16.0 release notes for more details. Note also, that the HarvestMonitorApplication has been removed, its functionality being now part of the GUIApplication.
