As a user I want to update the broadcast time of a Radio/TV program, so that cutting from the stream will give me the proper program-piece.
- When I edit the relevant program, I want to be able to enter its broadcast time
- If I cut the stream immediately thereafter, I want it to be cut properly, respecting the time I just entered
