Prevent jobs failing because communication between the HarvestController and H3 is down

Description

We should prevent HarvestController from accepting new jobs if communication with the previous instance of HC is down to avoid large numbers of failing jobs during broad crawls.
We should also prevent HarvestController to stop running jobs if the broker is down.
