The HarvestJobManagerApplication should also show when the job state changes to STARTED

Description

Currently the last message shown in the GUI from the HarvestJobManagerApplication is that a job has been submitted. We should also show the state-change from SUBMITTED to STARTED in the GUI

This concerns the INFO log line in the System Overview for the HarvestJobManager, which should contain a 'INFO' log entry indicating the Job has been started.
