Summa Batch Object Index

This system is the event index that This framework acts as the mentioned Harness for the Autonomous Components poll to find new work. It is implemented as a Summa system constantly harvesting DOMS for updates to the Batch objects. It will have a webservice interface with a "poll" and a "addEvent" methodhandles the locking with Zookeeper and the interaction with Summa to find work.
