Selection is not an ad hoc process; it must be guided by local and community policies and legal requirements. The process used to make data selection decisions must be transparent and accountable. It cannot be based on individual views about possible future research needs. 

Selection is perhaps the most contentious and certainly one of the most difficult undertakings of the professional archivist. It determines what records will be preserved for posterity. In a very real way, archivists, certainly those working in jurisdictional archives, shape national narratives about the past. (From DCC)
